your servers internals are too too sloppy to take advantage of the centralized clock rate controller. If I were you, I'd just start over and make the servers internals more uniform. One whole tall rack with just cache, one with just web, one with just database. I wouldn't mix and match internals within a single tall rack. Make everything uniform, then you will see the benefit of a centralized clock rate controller.
