FYI, if you get a early water tank and fill it up. You could turn it ofand just let it sitt untill you need it. That way you save the metal for maintenance, by only turning it on when needing the water. This will let you maximice the upp time of the water extractor. As it is better to have it run on max extraction when you are running it.
About the topic of randomly allocated resources: I don't know if this is news at all, but I heard you say, that all map seeds are the same concerning resources on the map. True. What I found out however, is that this is only true for the ongoing save game. If you don't restart the map but start a new game with all he same parameters (as I have done in an attempt to try out 535% with your low ground starting location) you should find the resources shuffled around. That is in any case, what I stumbled upon. My first attempt on those coordinates where an exact copy of your map. The second however was not!

When you try to do something you need to know that you have the skills that will make the success a distinct possibility otherwise you just ridicule yourself
Why you have to restart the game already you need to continue playing instead of restart
I think you were relying too much on wind turbines in the previous to runs. I tend to have enough turbines to run a dome and its support facilities at night and then have a load of solar panels to provide the extra juice to run extractors and factories. I've even run the water extractors on solar with a couple of water towers and no batteries, seems to manage to keep the domes supplied at night ok.
